14 other departments including Ministry of Industry and Information Technology jointly issued the Implementation Opinions on Further Deepening the Co-construction and Sharing of Telecommunications Infrastructure to Promote the High Quality Development of Double Gigabit  Network (hereinafter referred to as the Implementation Opinions), deploying and promoting a new round of telecommunications infrastructure co-construction and sharing work.

In March 2021, China launched the Double Gigabit Network plan, proposing to basically build a double gigabit network infrastructure that fully covers urban areas and conditional townships within three years, achieving universal gigabit to home capabilities for fixed and mobile networks. In the past three years, China has built a total of 110 gigabit cities, continuously improving the double gigabit network capacity, increasing the number of users, and optimizing the coverage of 5G networks in key locations. As of the end of April this year, the number of fixed internet broadband access users with an access rate of 1,000Mbps and above in China reached 115 million, accounting for 19% of the total number of users, a net increase of 23.54 million compared to the end of the previous year. The number of 5G mobile phone users reached 634 million, a net increase of 73.08 million compared to the end of the previous year.

The Implementation Opinions have deployed six key tasks and proposed four column projects: promoting the coordinated and intensive construction of the double gigabit network; deepen the joint access of the double gigabit network and carry out the double gigabit network critical project; enhance the maintenance and sorting of rural communication poles and cables, and carry out rural pole and line co-governance and co-maintenance projects; encourage cross industry open sharing and carry out cross industry sharing demonstration projects; strengthen digital technology support and carry out digital guarantee improvement projects; optimize the double gigabit network construction environment.

The Implementation Opinions clearly state that it is necessary to strengthen the strategic, fundamental and leading public infrastructure attributes of telecommunications infrastructure, coordinate the telecommunications infrastructure global development and local development, incremental development and stock development, intra industry development and inter industry development, fully play the role of market guidance, promote the rational and scientific layout of telecommunications infrastructure, and grasp the new characteristics of telecommunications infrastructure co-construction and sharing work, adhere to the combination of goal orientation and problem orientation, implement precise policies with target efforts, promote joint construction, sharing, and deepening development. By 2025, the working mechanism for co-construction and sharing of telecommunications infrastructure will continue to improve, the double gigabit network construction environment will be further optimized, positive progress will be made in sorting out rural poles, cross industry co-construction and sharing will be deepened and expanded, and digital means will be effectively guaranteed. The level of co-construction and sharing of telecommunications infrastructure will steadily improve, which effectively saves social resources.
